But considering the time investment required in roleplay to acquire the equivalent strategic versatility of a pvp character, its a special occasion of someone chooses to use a pve character to pvp

The difference is it will take a lot of time and money to get your PvE character to have all the weapon sets, armor and skills it needs, it will take a few minutes for a PvP character to obtain everything it needs.

in pvp theres no difference, except you need to get a lot of gear to be able to match the pvp char and the instant gear-creation
and well the obvious difference of pvp characters not being able to play any pve

PvE characters are better, since they can get everything PvP characters can get, plus items with max modifiers that have lower requirement than 9. Plus there's some non-max shields that offer higher bonus than 8 (half of 16 which you get when you don't meet req.) at attainable reqs for secondary warriors. If you care about aesthetics, PvE has much more armor and weapon skins available. PvE characters can also swap armor during PvP matches when it's beneficial, when PvP characters can have only one set. PvP characters can only access PvP places whereas PvE characters can access PvE places in addition.
PvE characters are better.

Neither are the better choice. If you have money and time, your PvE character will be just as useful as your PvP character.
Also, you cannot change armor in PvP. It was updated quite some time ago.

No, PvE guys are better, performance wise.
PvE guys have the following which PvP guys cant get:
-unconditionals from long ago (Anet never fixed the ones that already dropped, and yes, top PvPers (who use PvE characters anyways for the most part) do have these. (an unconditional is a 15^50 without the condition, so 15% damage all the time + 20% customized damage too. Yay.
-Max damage Req 7/8 weapons, req 7/8 shields (these do exist)
mind you it is very little (actually unconditionals are RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOing win overpowered but oh well) but it is still enough.
it just takes a lot of time investment
(and in the case of unconditionals: millions upon millions of gold)

PvP characters can obtain r7/8 items and unconditionals, but I highly doubt someone is going to customize an unconditional to a PvP character. As for the PvE characters with a customized unconditional, they will only benefit from it when they are below 50% health. If you're below 50% health your monk is most likely going to throw you a heal.
So yeah, if you have one of the very few unconditional 15% weapons, your PvE character will be better performance wise in a given situation. If you don't (which is almost every player) your PvP and PvE character will have the same performance.

You will not be attacking below 50% health. If you are still hitting a target at below 50% health and not healed immediately up above that level, especially with WoH in the game, you are probably either bad or need to rage at your monks. The benefit is so minor it can be considered negligible.
I suppose there is a chance they might help you on a split but Warriors typically do not split alone.

The weapons do absolutely nothing better because anyone that does damage will have 14 in their weapon attribute. The point about shields is irrelevant because they are non-customized and therefore can be used on any character including the PvP character.

No, PvE has the potential to be the exact same as a PvP. PvE offers lower req items and some unconditional items. That does NOT make the PvE character better than the PvP. Unconditional items are nice, not common, and ultimately (what the guy said above...if you are staying below 50% and fighting, something is wrong).
No difference, because you would see guilds asking for what PvE characters are PvP ready when applying. Any other statement saying one is better than the other is wrong.

Bad news is he probably is a useless underdeveloped half-baked toon. Good news is he doesn't have to stay that way. If you really like your sin get all the skills for him and purchase the armor and equips he will need. Its called making your rpg character "pvp ready". Playing though the campaigns will get you the xp you need for skill points and gold for weapons. Enjoy the journey and take your time, home brew and slow cook your toon to perfection. Its very rewarding.

This is very true, its not an overnight thing and will be impossible to repeat many times. I have two toons with every skill in the game on them and that took a long time. I have over 1000 hours on each of them. So just take your time with the sin and roll pvp's for other classes you enjoy playing. I roll pvp toons for any class other than my favorites which are ranger and mesmer. You just dont have the time to complete more than one or two rpg characters at a high level. But the ones you do give a nice bit of satisfaction when you take them into battle. GL with your sin.

If you are below 50% health long enough during a match for that to make a difference, then you have more trouble than an unconditional weapon will solve.

If you are using a sword/axe/hammer/scythe below 14 in their attribute, you're an idiot. Shields can be given to a PvP character.
